1. Condition
Must have a medically determinable physical/developmental disability or mental impairment.

2. Time Frame
The condition must have lasted, or is expected to last, 12 months or more.

3. Medicine Usage
Cannot be the direct result of the illegal use of drugs.

4. Exclusion
Advanced age or general illiteracy alone do not qualify an applicant for the exception.
